The PPWR introduces new requirements for foreign producers placing packaging on EU markets. This has, however, also risen questions about when and where an Authorised Representative must be appointed. Although the obligation has generally applied since 12 August, implementation remains uneven. Some countries still allow foreign companies to register without an Authorised Representative. This is now changing as national systems adapt. In addition to countries where the requirement already applies, it is now explicitly becoming a reality in the Czech Republic, Sweden, Finland and Poland.
Successful implementation also depends on national authorities and producer organisations establishing suitable registration and reporting systems. These should also include processes for reporting packaging volumes on behalf of foreign companies. Businesses operating in several EU countries should regularly review their registrations and monitor national developments. Country-specific procedures will only become available some time after the PPWR has taken effect.
