Packaging Act passes Bundestag

After the Environment Committee approved the draft bill submitted by the German Federal Government to amend packaging legislation (as revised by the committee) on 10 June 2026, the Bundestag adopted the new Packaging Act on 11 June 2026. The new VerpackDG implements the updated requirements of the European Packaging Regulation, which will apply across the EU from August 2026, and replaces the previous Packaging Act. On 10 June 2026, the Environment Committee approved a revised version of the Packaging Law Implementation Act (VerpackDG), which provides for higher recycling rates for plastics, stricter requirements for packaging design and stronger incentives for using recycled materials. However, the bill was approved only by the governing parties. While the coalition views it as a step toward a more circular economy and improved resource conservation, opposition parties and business critics have raised concerns. Among other things, they point to additional burdens on companies and a lack of sufficient measures to promote recycling, take-back and waste prevention systems.

Just on 11 June 2026, the Bundestag adopted the draft bill by the Federal Government on the adaptation of the Packaging Act as well as other aspects of the Regulation (EU) 2025/40 (21/5346) in the version amended by the Environment Committee (21/6398).

The Packaging Law Implementation Act implements the new requirements of the European Packaging and Packaging Waste Regulation into German law and replaces the previous Packaging Act. The PPWR itself will apply across the European Union from August 2026.

From 12 August 2026, the EU Packaging Regulation (PPWR) will come into force as part of Extended Producer Responsibility (EPR). As the necessary registrations in destination countries usually take around two to three months, we recommend applying for these well in advance to avoid potential shop suspensions or other negative consequences.
