In print-on-demand, responsibility depends on who decides how the packaging is made or designed, not who orders or ships it. If a provider uses standard packaging without changing it, they do not automatically become the packaging producer. If, however, they decide on details such as the size, material or shape, they may take on this role.
If the retailer controls the design, for example, by adding its own logo or custom print, the retailer remains responsible for the packaging.
Packaging producers may have additional obligations under the PPWR, including conformity declarations and technical documentation. To ensure compliance, retailers and print-on-demand partners should clearly define roles and responsibilities at an early stage.
