Packaging becomes a product

From August 2026, packaging will no longer have to be reported in just 6 categories, but in 22. Design for recycling and minimum recycled content will play an important role in the future. Affected sellers, producers and importers must convert their merchandise management systems in good time. This means that packaging is no longer just part of the product: packaging becomes a product in its own right.

The German Foundation Central Agency Packaging Register (ZSVR) has published the 2025 edition of the minimum standard for recyclable packaging, as reported by the ZVSR in a recent press release. The aim is that by 2030, only packaging that is at least 70 per cent recyclable will be placed on the market. The EU Packaging Regulation (PPWR) will come into force in August 2026 with the first regulations. The new minimum standard continues to be based on Section 21 of the Packaging Act (VerpackG). The delegated act on the assessment of recyclability is expected in 2028. However, the ZSVR's minimum standard cannot anticipate the delegated act.

In addition, from August 2026 onwards, packaging will no longer have to be reported in just 6 categories, but in 22! An overview of the future "Categories and parameters for assessment of recyclability of packaging" can be found in Annex II of the EU Packaging Regulation. Affected sellers, producers and importers must adapt their merchandise management systems in good time. In future, recyclability performance is based on design for recycling criteria. The design for recycling criteria shall ensure the circularity of the use of the resulting secondary raw materials of sufficient quality to substitute the primary raw materials. A minimum recycled content will also play an important role in future.
