New registration obligation for packaging in Spain

The Spanish packaging law obliges producers to register their packaging. Distributors from abroad must also register through an authorised representative if they sell packaged products in Spain.

ENVI votes on EU Packaging Regulation

MEPs want to clarify requirements for the reuse or refilling of packaging. Returnable packaging should fulfil a minimum number of cycles to be determined at a later date.

As reported by Euwid, the European Parliament's Environment Committee (ENVI) voted on 24 October 2023 with 56 votes in favour, 23 against and 5 abstentions on the proposal for the EU Packaging and Packaging Waste Regulation (PPWR / EU Packaging Regulation). Numerous amendments were adopted in the process:

  • MEPs also plan to set specific targets for the reduction of plastic packaging (in addition to the overall packaging reduction targets proposed in the Regulation). Depending on the type of packaging, the plastic content must contain a minimum proportion of recycled material, and specific targets are set for 2030 and 2040.
  • MEPs want to clarify requirements for reuse or refilling of packaging. Returnable packaging should fulfil a minimum number of cycles to be determined at a later date.
  • The reusable quota in the area of transport packaging for large household appliances was reduced to 50% from 2030 in the amendment application but is to increase to 90% from 2040.
  • The intentional use of Bisphenol A (BPA) and per- and polyfluorinated alkyl substances (PFAS) in food packaging is to be banned (the Commission proposal did not provide for a ban on these substances).
