As of 1st July 2025, new legal extended producer responsibility (EPR) requirements apply to packaging placed on the Norwegian market. The revised waste legislation abolishes the previous threshold of 1,000 kg per type of material per year. This means that all companies placing packaging on the Norwegian market must join an approved Producer Responsibility Organisation (PRO) and report quantities, regardless of the packaging quantities put on market.
According to the Norwegian Ministry of Climate and Environment (Klima- og miljødepartementet), the obligation applies to both domestic and foreign companies. Foreign producers must continue to appoint an Authorised Representative (AR) in Norway in order to comply with the registration requirements.
This change is part of Norway’s alignment with the EU Waste Framework Directive (2008/98/EC), as amended by Directive (EU) 2018/851. The goal is to strengthen transparency and efficiency in producer responsibility and to improve market surveillance through a planned central packaging register.
All actors in the supply chain are affected – in particular importers of packaged goods in small quantities. Companies that were previously exempt due to the volume threshold must now take action to avoid penalties.
