New registration obligation for packaging in Spain

The Spanish packaging law obliges producers to register their packaging. Distributors from abroad must also register through an authorised representative if they sell packaged products in Spain.

Packaging Register examines system participation

The ZSVR platform evaluates millions of packaging data records and text documents fully automatically. In this way, it tracks down recycling free riders and ensures more transparency in the recycling market.

According to information from take-e-way, the Foundation Central Agency Packaging Register (ZSVR, authority for the German Packaging Act) writes to the registered sellers who do not have any information regarding the licensed packaging quantities or the participation in a dual system. The background to this is that many sellers and producers, especially foreign ones, register in the LUCID system but do not subsequently conclude a contract with a dual system and thus effectively fail to meet their obligations. Registration with the Packaging Register alone is not enough to sell with the necessary degree of legal certainty.

In addition, in a current press release, the Packaging Register also refers to the CLAIR analysis platform for the climate-friendly operation of its IT infrastructure. “The ZSVR platform evaluates millions of packaging data records and text documents fully automatically. In this way, it tracks down recycling free riders and ensures more transparency in the recycling market,” according to the Packaging Register. Against this backdrop, registered traders and manufacturers should take action as soon as possible if there is no contract with a dual system.
