New registration obligation for packaging in Spain

The Spanish packaging law obliges producers to register their packaging. Distributors from abroad must also register through an authorised representative if they sell packaged products in Spain.

Finland: Battery and Packaging Registration

As we informed you in our news article of 24 August 2021, a comprehensive reform of the Waste Act 646/2011 came into force in Finland on 19 July 2021. Foreign online retailers will need registration not only for electrical appliances, but from now on also for batteries and packaging.

In addition to our last article from 24 August 2021, we will today inform you about the latest developments in the field of producer responsibility in Finland.

Batteries

As we have already informed you, all non-Finnish companies selling batteries and accumulators directly to private or professional end-users have to join a take-back system.

Packaging

In addition, non-Finnish distance sellers who sell packaged products to private or professional end-users and have a global annual turnover of more than 1 million euros are also obliged to join a packaging take-back system by 31 December 2021 at the latest.

Foreign producers who sell packaged products to Finnish resellers have the possibility to register in order to voluntarily take over producer responsibilites from Finnish resellers.

Furthermore, a merger of the five producer organisations in the packaging sector (paper, plastic, wood, glass and metal) is currently being negotiated to improve coordination and increase efficiency. A more transparent and understandable structure of the system is necessary due to the growing requirements resulting from EU legislation on reporting and organising the collection and recycling of packaging waste. Local authorities also play an important role. Should the merger, contrary to expectations, result in changes for you as a distributor of packaging, we will inform you in time.

Moreover, the introduction of eco-modulation of recycling fees according to the recyclability of the materials is in preparation. Further details will follow as soon as the corresponding ordinance will be published.
