New registration obligation for packaging in Spain

The Spanish packaging law obliges producers to register their packaging. Distributors from abroad must also register through an authorised representative if they sell packaged products in Spain.

Hamburg – The panel event "Product Responsibility – a solvable Challenge?" initiated by take-e-way GmbH and the VERE association which took place on November 17th in Berlin was well received by the participants of a large international audience from politics, economy, associations and representatives. About 70 participants took part in an intensive exchange of views beside the exciting presentations.

Thanks to the support of the top-class referees Dr. Thomas Rummler (Federal Ministry for the Environment, Nature Conservation and Nuclear Safety - BMU), Jana Dörschel (Federal Ministry of Economics and Technology - BMWI), Dr. Martin Büscher (Hansecontrol GmbH), Thomas Krone (Donner & Reuschel Treuhand-Gesellschaft mbH & Co. KG) and Christoph Brellinger (take-e-way GmbH/VERE e.V.) it was possible to offer a very informative event with a large spectrum to the participants.

One of the highlights of the contributions was made by the chairman of the Foundation Elektro-Altgeräte Register (EAR), Alexander Goldberg, with his eagerly awaited presentation "Electrical and Electronic Equipment Act - ElektroG in Germany – a manageable task for all market participants“. Mr. Goldberg lifted the veil of the topic disposal algorithm of the Foundation EAR and gave direct insight in the computing logic of the system. Thus the already adopted policy for more transparency and equity was also supported for the members of the VERE Association. Among others Mr. Goldberg presented considerable improvements which had been made by the EAR in the very short period of time since he has taken office. Furthermore, Goldberg announced that further efficiency increases and cost reductions in favor of the manufacturers are on the table. In this connection already at the beginning of the next year further reductions of the EAR fees are likely to be achieved, said Goldberg.

Dr. Rummler showed the impressive development of the product responsibility in Germany from the packaging ordinance in the year 1991 and the further development up to the constitutive equations 2012/2013 in a highly interesting presentation and provided the event with the framework which had been promised by its title. His presentation provided the main basis for lots of qualified contributions and discussions also beyond the framework of the event during the subsequent discussions.

Mrs. Dörschel provided extensive information about the situation of the raw material supply in Germany, the situation on the world markets and about the most important relations which speak for efficient recycling in Germany. Thus the event underlined that the BMWI and the BMU will mutually agree the representation of the German interests in Brussels regarding high quality recycling and high quality utilization.

Dr. Büscher introduced the audience in the complex matter of the topics RoHS, REACH and CE conformity and showed solutions which make these product responsibility topics also manageable for medium-sized companies.

Mr. Brellinger presented the new Internet platform of the take-e-way GmbH "www.make-e-business.com” in a live presentation. This free of charge business platform represents an innovation since it generates competition advantages by fulfilling the product responsibility obligations and reduces market entrance barriers in particular for medium-sized companies.

Mr. Krone presented a trustee model which has already been implemented on the market since a few years and which guarantees a safe payment processing monitored in fiduciary between business and service partners in Germany and abroad.

Finally, the atmosphere among the participants of the event was excellently summarized by an authority representative: "I had lots of good talks and was able to establish interesting contacts. I especially enjoyed the good, constructive atmosphere of the panel event today“.
