Environmental organisation Deutsche Umwelthilfe is calling for producers in Germany to take on more responsibility. They currently benefit financially from the fact that there are no disposal costs for appliances that are not collected.

The planned contribution level of €1,500 per tonne for packaging that is difficult to recycle is particularly controversial, as it is significantly higher than the recommendations. Associations are calling for a limit of €300 and a gradual increase only once EU-wide harmonised recycling standards are in place.

The PPWR text, which has been legally and linguistically checked in all official languages, is to be presented on 13 and 14 November. If no political group or one twentieth of MEPs call for a vote within 24 hours, the text is deemed to have been adopted.

This means that sellers and producers of balcony power plants may expect an increase in demand, as it will be easier for users to install such systems.

So far, only a few countries in the EU have introduced an EPR system for textiles. France created the legal framework back in 2007. Since 1 July 2023, the EPR decree for textiles has also come into force in the Netherlands. A central component of the reform is the introduction of a new fund into which producers must pay staggered contributions based on the recyclability of their packaging. The contributions could be between 0 and 1,500 euros per tonne, depending on the classification of the packaging.
